Data visualization: read the labels before the picture tells a story

The Office for National Statistics organizes its data-visualization guidance around charts, tables, chart choices, colors and maps. [1]

General education and practical perspectives. Editorial standards.

A visualization gives recorded information a visual form. Before we accept the story a picture seems to tell, we can check what its marks stand for: which units, people, dates or categories are actually represented?

The same counts, two different impressions

Imagine a fictional hobby library with 40 red folders and 50 blue folders. A bar chart beginning at zero would represent lengths of 40 and 50 units. The blue count is 10 higher, or 25% higher than the red count.

Now imagine a cropped vertical scale beginning at 38. The visible portions of the bars would be 2 and 12 units high. Those visible lengths are in a ratio of six to one, even though the folder counts are not. The invented example lets you check the arithmetic without drawing conclusions about a real chart maker's intentions.

The first question is therefore “Where does the scale begin?” alongside “What do the numbers represent?” A striking visual difference and the numerical comparison need not be the same thing.

A chart-reading route

Try reading one chart in this order:

  • Title: what claim does it appear to make?
  • Axes or legend: what is counted and in what units?
  • Scale: where does it begin, end or change?
  • Coverage: which dates, places or groups appear?
  • Source: where can the underlying information be checked?
  • Notes: what was excluded, unavailable or estimated?

If there is no accessible text or table describing the information, note that practical barrier. Do not assume you have recovered exact values by estimating pixel heights.

Give the numbers a plain-language companion

For our invented folders, a sufficient description is: “There are 40 red folders and 50 blue folders in this illustration.” That sentence does not depend on distinguishing colors. It also preserves the actual counts when a small screenshot makes the scale hard to read.

A child might notice the apparent height difference first. A parent may ask for the totals. A grandparent may prefer a table. An educator can invite comparison of the two presentations without using the exercise to rank anybody's mathematical ability.

A picture does not provide the missing study

We are not presenting ADHD statistics, prescribing chart standards or certifying accessibility compliance. Even a clearly labeled visualization cannot supply methods that its source does not report.

The useful habit in this page is a concrete reading sequence. Find what each mark means, retain the units and check the numerical comparison before turning the visual impression into a factual claim.
